Rosa. Without a doubt the most useful character in the entire game. Final Fantasy IV requires you to rely heavily upon white magic, often having to heal after every random battle even. Rosa has high hp (for a mage), very high mp (lolz@Tellah), incredible healing powers and is probably the most damaging white mage in the history of Final Fantasy games with her incredible bows and the aim ability.

Close second would be Edge. I just love Ninja's basically. And his throw ability is very very awesome when you have a lot of excaliburs to 'throw' away. *ahem*.
